I have consulted with WCC’s Traffic Engineer who has confirmed that the matters that you refer to (road safety measures along the B1277) are functions that Hampshire County Council are responsible for.  Therefore, it is probably more appropriate that you petition Hampshire County Council directly.
I also include here HCC’s generic safety engineering email address, which may be use to you in the first instance.
I hope that this is acceptable to you.  Unless I hear from you, I will annotate the e petition site accordingly.
